On 23 April 2026, the Council of the EU published an ‘I’ Item Note (dated 17 April 2026) regarding the draft Payment Services Directive 3 (PSD3) and the Payment Services Regulation (PSR). The Council also published final compromise texts for PSD3 and the PSR. The Note suggests that the Committee of Permanent Representatives approve the text of the draft Directive and draft Regulation with a view to reaching an agreement at second reading with the European Parliament.
