Erik Kamenjasevic (KU Leuven – Centre for IT & IP Law (CiTiP)) has posted Defining Human Enhancement for Policymaking and Lawmaking Purposes (REVUE DROIT ET SANTÉ (RLDS), Forthcoming 2023) on SSRN.  Here is the abstract:

What are the main definitional issues concerning human enhancement and their relevance for policymaking and lawmaking purposes? After proposing a stipulative definition for human enhancement technologies based on state-of-the-art analysis, the paper elaborates on the two main issues attached to it. First is a reference to the term normality. Second is the distinction between therapy and enhancement. This analysis is followed by a discussion relevant to policymakers and lawmakers who deal with the issue at stake.
