The Winstead Special Districts team, led by shareholder Ross Martin, has completed its work at the 86th Legislature of the State of Texas, successfully assisting in the creation of nine new special districts across the state, including several municipal management districts with expanded assessment and financing authority. The newly created districts will aid in the financing of several residential and mixed-use developments, as well as proposed golf course, resort hotel construction, and large railway developments. The Winstead team also drafted and assisted on several bills that expanded the powers of several existing special districts represented by Winstead as general counsel.
