European Parliament Votes to Strengthen Net Neutrality

On 3 April 2014, the European Parliament adopted a series of amendments to the European Commission’s proposed “Connected Continent” regulations, including controversial net neutrality provisions.  The net neutrality provisions are unlikely to survive the legislative process “as is,” but mark the starting point for future net neutrality legislative discussions. Specialised services are not included in the European Parliament’s proposed net neutrality rules. What are specialised services and why is the European Parliament so concerned about them?
