PHMSA Issues Advisory Regarding Reporting Exceedances of MAOP Plus Allowable Build-Up

In response to Section 23(a) of the 2012 amendments to the Pipeline Safety Act, PHMSA issued an advisory notifying natural gas transmission operators that pressure exceedances above maximum allowable operating pressure (MAOP) plus the build-up allowed for operation of pressure-limiting or control devices, must be reported on or before the fifth day following the date on which the exceedance occurs.  Exceedances must be reported in the same manner as safety-related condition reports (SRCR) in accordance with the requirements of 49 C.F.R. Part 191.25.  Most notably, the exemptions in 191.23(b) do not apply, including the exemption from reporting for conditions repaired or replaced prior to the filing deadline.  Click here to review the Advisory Bulletin.
