Earlier this week, the Pipeline and Hazardous Materials Safety Administration (PHMSA) issued an Advance Notice of Proposed Rulemaking (ANPRM) seeking comment on whether it should regulate certain pipelines currently exempt from hazardous liquids safety regulations (among other things).
